An assumption shaped by repeated experiences about what is actually possible, safe or expected in an organisation.

A cultural expectation is a learned assumption about how an organisation is likely to respond, formed through repeated experiences before a new situation even occurs. It may enable trust and agency or encourage escalation and silence.

In practice

Phrases such as “Ask first” or “We decide that ourselves” often say more about actual decision rights than an organisation chart. Changing the expectation requires reliable new experiences, not merely new stated values.
