Repeated Effect

A recurring experience of organisational action or inaction from which people infer what to expect and how to act next.
Repeated effect describes the experience people have again and again with similar decisions, responses or non-responses. Repetition teaches them what to expect next time; one incident alone does not make a culture.
In practice
A team may formally be allowed to decide, yet repeatedly see consequential decisions reversed by leadership. Alternatively, it may experience its decisions being upheld within agreed boundaries. Both patterns teach people what behaviour is sensible next time.
To change culture, ask which experience your decisions, reactions or silences reliably repeat — and whether a different experience can be made credible through repetition.
