Decision Architecture
Observation, Interpretation and Intervention
DE: Beobachtung, Deutung und Intervention
Distinguishing what happened, how it is explained and the change derived from that explanation.
Observation asks what happened. Interpretation asks how it can be explained and which alternatives remain possible. Intervention asks what is changed on the basis of that explanation. Slow decisions are an observation; insufficient decisiveness is one interpretation; a development programme is an intervention. Unclear decision rights or repeated overrides may suggest different interventions. This is a simple distinction, not a claim to a new model.
